We would like to remind the residents of Randolph that we have an All Night Parking regulation in the Town of Randolph. In accordance with the Town of Randolph Traffic Regulation Article Number 4, Section Number 6 entitled “No All Night Parking”. The restricted hours are from 2:00 am to 6:00 am. During this time there is “No All Night Parking” on any street. Violators of this regulation will be assessed a $15.00 fine. In addition we would also like to remind people that if you park in the street during a snowstorm or during a parking ban declared by the Chief of Police, you could be issued a ticket for “Interfering Snow Removal”, also a $15.00, fine and your vehicle may be towed at your expense. Please watch the Randolph Community Cable Channel as well as the Town of Randolph web site for updates. We would also like to remind people that any person removing or clearing snow whether by snow plowing, snow blowing, shoveling, or any other kind of snow removal, whether mechanical or manual, who deposits or leaves snow so removed in a public way, whether or not such snow deposits physically obstruct the flow of traffic on such public ways, shall be fined $300.00. With the winter months upon us, we are asking that no one violate these regulations. This will ensure Public Safety with regards to snow removal as well as emergency response. In this section you will notice what a parking ticket looks like- front and back. The front is the familiar bright orange color seen on windshields underneath the windshield wiper. Why are they placed there? First, the issuing officer needs to have the operator notice he/she have been cited for a violation. When approaching your vehicle you cannot miss the color. The citation is also very noticeable to the operator of the m/v as it is just below the line of sight when behind the wheel of the vehicle. The other reason it is placed under the windshield wiper is so it does not blow away. The owner of the vehicle is responsible for the citation being acted upon (payment/hearing) and the loss of the citation is not an excuse for lack of attention to the citation (Your registration/license will not be renewed with outstanding parking tickets).
On the back side of the citation the issuing officer fills in the appropriate information as to why the vehicle was cited. At the bottom of the citation it is noted that an offender may request a hearing. At this hearing the offender may offer a reason as to why the vehicle was in violation. The parking clerk will hear this and determine if the reason is appropriate. If an appeal is requested the offender must write to the parking clerk and request the hearing. The offender must also provide a mailing address so that the parking clerk can notify the offender by mail as to the date of the appeal. Lastly, the parking ticket itself is an envelope that may be used to pay for the violation. Cash is not to be mailed to the parking clerk. Only money orders, postal notes and personal checks should be mailed for payment of the violations.
It should be noted that the fine for overnight parking has been increased this year to $15. The overnight parking ban is in force throughout the year, but is especially enforced during the winter season. The purpose of this by-law is due to the possibility of inclement weather and the need for plow vehicles to clear the roads for emergency vehicles and general traffic. At the beginning of the winter season warnings are placed on vehicles reminding residents that the winter season is upon us and their vehicles need to be off of the public ways of the town. Citations are then issued to those vehicles parked overnight and vehicles may be towed depending on the circumstances. The tow fee is to be paid by the vehicle owner based on towing fees set by the state of Massachusetts.
The Randolph Police Department enforce parking regulations for the betterment of all citizens in the town. We encourage all operators of vehicles in the town to be respectful of these regulations as well as respectful of others which will ultimately make the town more user friendly and safe.
